If you are going to put down several inches of mulch there is not need for a plant growth suppressing material. A 3 to 4 inch thick mulch will effectively stop most unwanted plant growth, however, even a plant growth suppressing material will not stop unwanted plants growing from roots already established in the soil.
The pre emergent growth inhibitors will prevent newly germinated seeds from establishing roots, but do nothing to roots already present.
