Gardening Help For Wedding

Hello, I am looking for some help with choosing plants and planning to turn the picture provided into an area for a small wedding ceremony. I live in southeast Wisconsin and am looking to put some ground coverage with flowers if possible on the hill in the picture provided. It is in a shaded area and is much cooler temperature than surrounding areas. Would also like to have vines flowering on the trees. Got a year to get this together I'll upload some more photos of the area am open for any suggestions as to how to transform this into something amazing.

What is the date of the wedding so we know when they need to be blooming? Does the budget call for just seeded plants or buying live plants? Will someone be able to water and weed them?

The wedding is planned for September 5th 2015. For the budget I would like to keep it cheaper, but would like to make sure it looks great. So a mixture of live plants and seed. Yes I will be able to water and weed the area.

Looks very sandy, is it? Would one or two dozen containers grown elsewhere and moved into the area a week prior work for you? It would expand your palette. My trailing nasturtiums grow in a fair amount of shade and grow about 10 feet and might help as a ground cover. Bought as seed from Pinetree I grow them up a trellis.
