Well, I can tell you it's almost certainly an insect. I have a few candidates, but none seems more likely than the others, as that sort of damage is far from typical on tomatoes. I'll still take a stab at it, but you'll need to do some more detective work to figure it out.

Possibility 1: Thrips. They scrape the skin of the leaf off, which causes that stippling effect in your pictures. If you tap a leaf sharply over a dark surface, then look at that surface with a hand lens or magnifying glass, you may see elongated, light-colored specks wandering around. Neem oil might be your best bet there.

Possibility #2: Mites. Tap the leaf over a *light* surface this time and look for dark or colored specks hurrying around. They sometimes show up on dark backgrounds too, but they're round and look a little like crabs, where thrips are like miniature long-grain rice. If there's any webbing on the plants, assume it's mites. They're hard to control, but I posted a pretty thorough summary of methods in a thread on the Tomato Diseases forum.

Possibility #3: Flea beetles. They usually make holes, though, and this seems to be damage that doesn't go all the way through. Look around for little bitty black specks that jump when the leaves are disturbed. I'm not up on preferred methods for flea beetle control, as they're rarely devastating on anything but eggplant (and my solution was to stop growing eggplant). :)
