This would definitely work in a basement. the clean bright colors would enliven the space. If you have small basement windows you can use shutters to completely cover the entire window plus some of the wall so they look full size. Then you can even put a light behind them so it appears as if there is daylight. One of my favorite tricks!

You can also add a mirror under the window with window panes in it to extend the look of the window. I use this trick a lot in basements.
