help with directions

need help with this pattern. I am working on making slippers. And have 42 cast on st. Well the row 4 says *Pl, sl l K2tog, passo; rep from* to last st, end pl. Well I have done all four row it says in the directions well when I done the last row 4 I ended up with 9 stitches, when I saw this I knew the pattern was wrong or I was doing it wrong. I am new at this knitting
