Zoning Forced Air

Back when we were in the early phases of construction we agreed with the HVAC contractor for three forced air zones: Upstairs, Downstairs and the back hall/workshop area.

Months later after the house is built I can't find a thermostat for the latter zone. Go down to find no provision for it (just the zone dampers on the two other zones, the third zone ducts are connected to the downstairs).

Told him I wanted the third zone, contractor claims with only two vents on the third zone it could get very noisy in there if the other zones both close. Told him I'd deal with it.

Month passes and still no zone...now backtrackign saying that perhaps WaterFurnace will not honor the warranty if he makes the change.

I told the GC to get the WF rep out (the rep was involved in the original design), but is there some reason I don't want to do this? The rooms are my workshop and storage room and they are, due to their location paritally below grade usually a bit more temperate than the rest of the house. It's no biggy to make the change, the rooms are directly next to the mechanical room where the airhandler is.
