Need help with water

We have a natural swell in between 2 properties. We moved into our new house one year ago. last spring we spent a lot of time and investment in making the small backyard a more comfortable space. At first it was a blank canvas but the whole grassy area would become a mud pit when it rained. ( We have 9 trees on the property and heavy clay soil) We tried to get the mud away from the sidewalks and patios with stones but now am afraid with a very heavy rain we get some flooding. The privacy panels went up as a result the only neighboring property on our block having new tenants (unfortunately a rental). We need drainage on the patch of grass left because that is where our dog goes outside. Does anyone think a rain garden would help where the large mass of water is? should I add more rock under the privacy panels? should I slope under them? Can't figure out how to control the water and I dont want to loose my landscaping
