Payne is a brand of Carrier, but they are really cheaply made and not the same as the Carriers. The Payne units are made in Mexico, whereas the actual Carriers are made in the US, and there is next to no protection for the condenser coil. You are comparing apples to oranges: The UPQL is Ruud's middle of the line unit, Payne is at the absolute bottom of the heap of everything that Carrier makes.

Carrier's equivalent to the Ruud would be the 25HCC5 model.

The quality of installation and the contractor is the most important part, not the brand. In terms of equipment quality, whether you're buying builder grade, middle of the line, or top of the line matters much more than the specific brand. The brands are pretty similar to each other quality wise when you compare equivalent units.
