Outdoor ceiling light installation

Hi, does an outdoor ceiling light mount to an electrical box that is not flush to the ceiling? I'm bought a ceiling light that I'm using in my kitchen and wonder why the mounting bracket screws are not long enough to extend to the top plate of the light? The bracket is in the shape of a cross that is supposed to screw into an electrical box but for my ceiling (1" cedar planks) I screwed right into the planks which are plenty strong enough for it. However, when I try to mount the top plate to the braket, the light hits the panelling before the screws get to the plate, so I replaced the screws with longer ones but I can't see how this is designed other than if outdoor fixtures are designed to hang off the ceiling and not recessed into the ceiling?
