What did she wash the paneling with?

What paint did she use on the paneling? Be specific.

Where does it leave you? It leaves you wondering if the paint will adhere over time or will it peel over time.

Apply a 3" strip of painters tape over the painted surface. Press it down and wait 30 minutes. Remove the tape. Did the paint remain? If it remains, chances are good the paint is adhering well enough for the second coat. If it peels away, then sand, prime and repaint.

She washed the paneling with TSP and then used some Sherwin Williams ceiling paint (I think it is a flat paint) on the wall.

It peels somewhat with our fingernails but you need to scratch it up.

The ceiling paint will not hold up on the vertical surface. It is not intended to be touched, that's why it's ceiling paint. *S*

I would recoat it with an eggshell finish.
