* If droplets are only on room side, obviously the room-air is humid. Then a DE-humidifier is warranted.
* If WALL-side is damp, it's wall seepage from the outside.
* BOTH could be happening though!

Walls HAVE to be scrubbed clean & rinsed...let dry.
* Drylock needs clean pores to 'wick-into' the cement properly...that's how it stops water.
* If you apply to an unprepped wall, it can't do the job nearly as well. PENETRATION is the KEY here!!!

Next, drylock recommends using a 'wet-set' cement for the wall/floor joint...like Drylocks' 'Fast-plug' patch. Check for holes in walls too.

LASTLY:

Floor sealing: This is a tough one! There are so few products to prevent the flow of water UP THROUGH a horizontal surface! There's lots of concrete-sealers, but these are only for keeping water OUT of a surface...such as your driveway.

IMO...your best route would be to prep. & Drylock your walls. Remember the wall/floor joint!!
* Then, get a good DE-humidifier, & let'r-buck!
* Carpet & pad are no barrier for moisture penetration.
* There are some RADON-SEALING floor coatings, but they're kinda spendy...do an internet search.
