what to do with my attack cat

We found Tabby hanging out in our yard and finally decided to adopt him several months later. He is so loving with us and gets along fine with his "sister".
However, he hates dogs. Tabby is indoors all week but "works" in the garden with me on Sundays. He is always near me or keeping an eye on me from afar. As long as I am inside of our wall/hedged property, he is ok. The other day, I was (first time)outside of the hedge, spraying the weeds. Tabby was sitting under the hedge watching me and along came a woman walking two dogs. He lunged for them and I was so afraid he was going to hurt them so I reached for him and, yes, I am the only one who was injured.

Anyway, when the dogs moved on, he was fine. I am so afraid to let him out now. These dogs were afraid of him but another type of dog could have killed him.

I am thinking of putting a halter and long leash on him. Does this sound like a good idea? I'm not even sure he'll be ok with it. Does anyone have a suggestion on other options?
