Question about cat's paws

I have a three-yr. old barn cat that has quills or something growing out of the top of all four paws. I noticed this once when she was a kitten. She was one of 5 siblings (all of which we had spayed/neutered) and looking at the strays in the area, I realize there was lots of inbreeding.

The vet says it is probably genetic but she is biting at all of her paws now and they are raw. She is trying to pull these 'quills' or whatever out but they just grow back. No more trips to the vet, (useless expenditure in this case) but any suggestions as to how to make her more comfortable?

I have used Bag Balm on her paws, but she just licks it off.
