Negative edge wall material + general help

We are in the process of building a 50 x 8.5 ft gunite lap pool with a negative edge on one long edge. The interior of the pool will be fully tiled in 1x1" pool tiles, but the PB planned to use Diamond-Brite to plaster the outside of the weir wall and the interior of the catchment trough that runs along the outside edge at the bottom of the weir wall.

We have lost faith in PB because of problems to date, prompting us to make a last-minute call to Diamond-Brite technical dept, who say that DB cannot be used in any situation where it will dry out, and that it will inevitably crack and fail if used on the weir wall.

The pool is integral to the house, and we wanted the weir wall to simply look like a white-painted concrete wall, matching the rest of the house exterior when viewed from the garden/driveway. Obviously, tiling the weir wall with white tiles is one answer, but there is the danger that it will look like a wall from a public toilet and discoloration of the grout with time will accentuate the gridded effect - we just want a plain white wall.

Does anyone have any suggestions for a plaster-like finish that would not delaminate or crack on this wall, which will regularly dry out when the pool/trough circulation for the overflow is not running. We are in the Bahamas and the weir wall faces SW so it is also exposed to strong sunlight. (FYI - Considered Thoroseal, but their technical dept say Thoroseal is no good with pools because of chlorine.)

Also, pool is 50'(L) x 8.5'(W) x 5'(D). About 30% is below ground. A basic concrete block wall has been constructed as a form to contain the gunite, but as constructed the block wall provides very little strength. PB is planning to use 4" gunite with grid of #3 rebar (3/8) at 8" centers. OK? For several reasons we have really lost faith in this PB, but where we live the choices are very limited/non-existent and it is too late to change horses.

We would REALLY, REALLY appreciate any and all advice.
