Seepage Bed/Pit Question

Hi - I have a Seepage Bed/Pit that was installed in the back of my house that IS NOT used for septic purposes. Based on a local regulations, new homes that were built in my area had to channel rain water coming off the roof, through a series of PVC piping underground, to this seepage bed. The bed never worked correctly and tended to back up, so I basically cut the connection of the drain spouts into the PCV and channeled the water to the street or side of my house. There have never been any problems.

I am now doing some landscaping in the back of my house where some of the area to be landscaped is above where this unused seepage bed is located. There is also a pipe that sticks out of the ground about 5-6 inches, which I'm guessing was used for ventilation for the pit?? So my question is - is there any issue with me cutting the PVC pipe that comes out of the ground? My plan was to dig around it and not to disassemble anything but to cut it a few inches under ground and then cap it. My premise is that since it is not used, there should not be an issue in anyway. Remember - this pit is not used for septic reasons - it ws only used to drain rainwater. Just wanted to make sure there was no issue or hazard. Your opinions are appreciated. Thanks!
