Cat with Dandruff Butt

My cat has always had "dandruff" on his rear end. The part on top of him right in front of his tail. The vet says it is not a "condition" -- it is just dry skin. I have tried food for cats with sensitivities, food with extra Omega-3, adding oil to the food, etc. He seems to enjoy being scratched there but when I am done there are little flakes all over! Since he is a completely black cat, the white flakes are very noticeable! I just wondered if anyone has any great suggestions for this. Thanks >^..^
