porch materials ?

Hi all, any help would be appreciated. We have a second story screened porch built by our builder and are thinking about finishing it off. Here's what we've got. 14x19 screened porch, built on two story brick piers and 2x4 wood floor joists topped with marine grade plywood (that already seems cracked and soft in areas). Railing and baulusters are fir painted with exterior latex paint; shingled roof with about a 12" overhang. Under the screened porch will be a downstairs patio made out of pavers. The patio roof under the porch is some sort of plywood, MDF or something like that with lattice strips covering the seams and one coat of junk paint. We'd like the upper screened porch floor to be waterproof so we can add a fan below and use the downstairs patio for grilling, etc... even if it's raining. The builder was going to use indoor/outdoor carpet over the plywood and we vetoed that. We've thought about tiling, but I've read that can be problematic with movement, etc... I don't know if the porch slopes away from the house, I do know it gets a little water on it when it rains from one side (I think it's water coming off another part of the roof), but don't think it will get any major water on it. How would the "experts" recommend finishing the porch. If we need to redo anything the builder did, can't say that we'd be happy, but would rather fix things now than pay more later. We appreciate any help you can offer!
