Sunlight under second floor deck?

We are replacing the old pressure treated lumber with ipe on a second story deck off the back side of a historic townhouse. The deck spans the width of the house and is over a window on the first floor, which gets hardly any light at all.

Local building restrictions do not allow us to change the existing metal structure supporting the deck so changing the layout is not possible. I would love to come up with a creative solution for getting some daylight to the area under the deck.

Anyone out there have any ideas? I was thinking of having perforated metal over part of the deck, though it's not so kind to bare feet, or some type of poly carb "skylights"... One caveat is that any solution will not be in an area free of foot traffic so the solution must be durable.
