Raypak Heater problem

turn on heater it has a digal readout. turn the heater up to 85 or any temp above the temp of the water. the heater makes a noise like its going to start, than it counts itself down to 65,which is the lowest temp and does not start. it will not allow me to arrow the temp up to try to start the heater while its on. If I turn it off, than turn it back on, it goes back to 85 and than count itself down again. Thanks for any help I heard the digal panel is very expensive. The heater is about 6 years old , but only in its third year of use. mfalish
