Sounds like it would work. You would make a casing in the top to insert the elastic I would guess. You would only need to make a slit in one side to insert the elastic. Colleen

I had a wonderful neighbor in California that always wore long, swishy skirts and cute little sweater tops or woven tunics. She dressed her young daughter the same way.

They had so many beautiful, swirly, ankle length skirts and always looked like such ladies. The colorful lovely skirts seemed to be constantly changing.

Their religion is a fundamentalist Pentecostal of some sort and they dress in a modest fashion ~ longer skirts and covered elbows, no deeply scooped necklines. They were also very strapped for money but had joy and love for everyone in abundance.

I asked her one time where she bought all her beautiful skirts. She laughed and showed me. She'd buy dresses at the thrift store, cut off the top part, turn down a casing and run elastic through it for a waist band. The dresses could be "too big" and would still make nice swirly skirts that fit properly.

Being from the Philippines originally, and after living here for at least 20 years, she is still shocked and amazed at the things most Americans cast away and the amount of money spent on new clothes.
