Yikes, it's pleats on the bottom edge? That would be a big hurdle for me. I don't know about serging out the pleats.

I just googled broomstick skirts; the ones I found do not have pleats, but I have seen the pleats you're talking about. Is it possible to raise the skirt from the empire waist? If not, I think I'd serge with a long stitch, follow with the rolled hemmer and consider it part of the design if it "flares" slightly at the hem.

Do your adjusting from the waist. No matter what machime you use or what stitch, You will have a problem with the pleats. When the garment is make the hems are sewn in and them it is pressed with machines to give a permanent pleat that is almost impossible to press out
