Tiered skirt question....

I'm trying to make a 3-tiered skirt for a t-shirt dress and am doing it w/o a pattern. Can anyone help me with the circumference of the tiered ruffles? I cut all three the width of the fabric, but that's not working. Should the top tier be maybe 2-inches smaller than the middle, which is then 2-inches smaller than the bottom tier?

This is a size 5 toddler t-shirt.

For the waistband tier length, measure your hips at the widest point and add 3".

For the second tier length, multiply the waistband tier length by 1.5.

For the third tier length, multiply the second tier length by 1.5. Do the same for each tier if you want more than three.

I agree with Mary...the graduated sizes are what makes these kinds of skirts so cute.
