Where does the raw edge end? If it's at the length you want you can add a complimentary fabric and turn that up for the hem. If it's too short, you can add the cut-off fabric back on as a cuff?

I'd make capris. Anything goes. I have seen lengths from just below the knee to just above the ankle. Whatever you like. I have some shorter ones that limit where I can wear them because when I sit, they come up my legs.

shorten the other leg too then Add extra fabric to both legs with a normal seam and do a decorative stitch or piping to highlight. Or use complimentary fabric bands at the bottoms and hem those.
