Draperies with flannel interlining

Hi,

Has anyone ever sewn pinch pleated drapery panels lined and interlined with a flannel lining? I'm not sure how the interling is attached. Is it sewn in at the top only and it just hangs free or does it get sewn into the side seams? And do I need to use a header tape? Any advice would be helpful. Thanks

I used to sew draperies quite a bit and I would put the two fabrics together and treat them as one,except for under the pleated area and the hem. With these the lining material would go just under the the stitching. Hope this makes sense.
