I'm very particular about my good scissors so I made a holder for mine. It holds several pair too.

You will need a purchased square potholder. With one corner at the bottom, fold to overlap sides, forming a triangle, making sure the bottom is not left open. Put good fabric glue to hold in place, then put it under a heavy book. Leave it overnight (at least) to dry.

Since then I have made many more as gifts..adding lace, ribbon, buttons, etc. to embellish. If you find the ones with hanging loops, use it at the top so it can be hung, but I keep mine in sewing machine drawer. Also made one to hang in laundry room for another pair of scissors so I can clip threads that find their way out of garments, etc.

Eye glass cases will work well also.Or take a placemat,divide in thirds.Fold up the bottom to form pockets and sew several places to form as many pockets as you need.You may have to make some shorter than other to accomodate the different size scissors.Add a buttonhole to the top third and a button to the bottom part,so you can close it when not in use.You could even add ribbons to it so you can roll it up and tie it..HTH

If you need a pattern, you could try a search for a knitting needle roll up that you use for storing them in. You could adapt one easily from that for a base.
