If your budget can handle it Marvin makes the best Double Hung on the market.

Another strong choice is the Kolbe Heritage series Sterling Double Hung with their K-Kron finish. It is a prefinished wood exterior that is very durable and nice looking.

If your budget will not bear either Kolbe or Marvin form my perspective LePage if available in your area makes a very nice wood double hung. While not in the class of the above two manufacturers in my opinion is it far better than most and less $. But I personally would use neither of the choices your contractor suggested.
