Sounds like they didn't actually use silicon. I think clear silicon comes clear out of the tube. Latex/acrylic based clear caulks come out white & dry clear. Even if silicon wasn't 100% cured, it wouldn't be affected by water like that. Silicon will pretty much be there for life. There are some really good acrylic caulks as well, but there are also some really cheap ones. I'd be calling them and asking them why they didn't use silicon in the first place & have them replace it.

GE Brand 100%silicone comes out white and dries clear, not sure why but it helps with the application. Before it cures it will turn white when it gets wet. Curing can take up to 5 days. (It will get hard after 8 hours.) Depending on how wet it got during the curing stages it way need to be replaced. Give it a few days and see if it gets better, if not call the contractor and have him remove it and resilicone it.

Water shouldn't affect a silicone caulk like that. Silcone cures, it doesn't dry, so a little water wouldn't affect it especially after sitting for that long. Sounds like its latex, I think the latex is what makes it white before it dries. Makes sense that as you splash water on it, your reversing the drying process. Big thick beads of latex caulk can take a long time to fully dry.

All the clear silicone I have ever used is clear out of the tube - mostly GE silicone II.
