You can buy lemongrass seeds from several different companies (including Park and Baker Creek) fairly cheaply. I found one source offering 60 seeds for $3.

Here's a GardenWeb discussion on growing horsetail indoors. Sellers of medicinal horsetail in Canada are required to heat it to inactivate an enzyme that damages vitamin B1 (apparently this is what causes it to be toxic to cattle that forage on it).

It depends on where you live. There is a nursery between Jax and St. Augustine that sells horsetail plants. Not sure if she does shipping. The nursery is called Maggie's Herbs. You can google her and call her.

I've made tinctures before. I use quart size canning jars, they're the easiest. I also have a tincture press from Horizon Herbs, as pressing the fluids from the herb is difficult to get all of the fluid out. If I was making a tincture from dried herb, it would be in a 1:5 ratio - the ratio would be 100 grams of herb to 500 grams of alcohol or water or vinegar, depending on what chemical constituents I'm drawing out. If I was making a tincture using fresh herb, I'd probably use a ratio of 1:2 - 100 grams of fresh herb, 200 ml of high proof alcohol. You have to use a high proof alcohol in a fresh herb tincture because of the high water content already in the herb. Otherwise your tincture will go bad.
Can you grow this much herb in your location? Would you rather purchase your herbs from a reliable retailer? www.mountainroseherbs.com is one, www.pacificbotanicals.com is another. Pacific Botanicals also ships fresh herbs overnight for peak quality.
I can recommend a couple of books on plant medicine making for you; James Green's "The Herbal Medicine Maker's Handbook" and Richo Cech's "Making Plant Medicine".
