If you are turning the dial to OFF make sure the screen reads OFF when you turn it there. The OFF message will read for 8 minutes in the OFF position and then go back to the current time with a no watering symbol in the upper righthand corner. If the no watering symbol is not in the corner, the timer dial is not set to OFF. With the older timers, sometimes the dial starts to wear out and does not make a good connection--sometimes may need to wiggle the dial in a certain position. If you are setting run times to OFF, make sure they are OFF in A, B, and C. Furthermore, it is possible that a valve will run without electricity from the timer.
