`Pest Control for a newbie

Hi,

I have a small patch of garden that has been pretty neglected for a while, I am anxious to get to work in beautifying this area, but before buying any plants, I decided to look around. I think this garden has some kind of pest problem. The biggest tree has deformed twisted or bubbly leaves with little white or dark red spots, There is a small rose bush that only had 1 very unhealthy looking flower, it was kinda yellowing and had white specks between the petals. Is there a general pesticide I can use to takle all of this? What should be my first step? I don't want to go buy new plants and have them die because of the pests currently residing there.
