Just a thought: if the onions are small and they stay small, they may be one or more of the types of perennial onions known variously as Egyptian walking onions, multiplying onions, potato onions, etc. I grow a southern heirloom perennial onion called "Gumbo" and my plants are green and beautiful right now.

I'm linking a page from SESE that shows the kinds of perennial onions they sell. If you want to, you can compare the onions you're finding to the ones in the photos they show to see if yours might be one of these types of perennial onions.

Your comment that you are finding onions all over makes me wonder, as well, if someone who previously owned the property might have mixed in onions into ornamental beds to help protect some of their flowering plants from certain pests.
