It's some kind of Tea (not Hybrid Tea), which means it is an antique. Jeri Jennings is among those best to ask on the Antique Roses forum.

That's a very pretty rose, Neddy Nam. I especially like those neat little scrolled two-tone buds. Are they growing in a tended garden, or are they abandoned/survivors somewhere? Do try the ARF as Seil and Christopher have suggested - I'm sure there's an excellent chance of getting them ID'd there.

Also, thanks all you guys. Those rose plants where I saw them were in public park in my hometown, I've returned there last year but all plants were pruned harshly rather than in a shrub like what I see on Google.
