I also needed black-outs in my bedroom. For draperies, I have long stationary panels at each end of the window and a matching 12" tall upholstered valance across the drapes and window. The bottom of the valance is just below the top of the window opening. The valance doesn't have to be upholstered, and you can use any fabric since you have the black-outs already. The valance could be long enough to hide the rolled-up black-outs.
