Did buds form? They are quite easy to note, but you may not have known what to look for.
If they did not, they may, next year. How many years has it failed to bloom?
I think I have a photo from months ago, with some unopened little brown buds, and some flowers just emerging.

Another alternative, rather unlikely, is that most cultivars are grafted onto the rootstock of our vigorous Fall blooming native Witchhazel, which might have to be more mature than these special clones. Potentially, that native could grow and the graft die. Both are Witch-hazels, of course. I have had to cut out vigorous sprouts, quite different in leaf appearance, that would soon overwhelm the preferred sort. The grafting explains some of the expense.
