In another post, I stated that it looked like a woven wood or solar shade material roman shade. In looking at this photo with the larger window, I'd say it's a fabric roman shade due to the way the material is gathered at the bottom. These types of roman shades (as well as the woven wood and solar shade fabric roman shades) can be made with a top-down/bottom-up feature to allow more privacy and light control options.
