Apple rootstock issues

A day ago, I was greeted by the unexpected arrival of my 3 m27 rootstocks that I had purchased from Skipleys Farm. They were bare root, dormant, and in good health. The only issue was the potting soil I had prepared for them (I'm not planting them in the ground because they were mainly intended for container to very small space planting) was frozen from the frost. So I was forced to wrap their roots in a plastic bags with some spare seed starting mix I had and placed the soil inside to thaw. Fortenately the next day enough of the soil was thawed to plant the rootstocks. I planted two of them together to be used for budding practice and planted one of them in a separate pot for stooling.

Above is the rootstock I put aside for stooling. It had the smallest root system so I'm not sure it will make it very well, if at all. I'm leaving the rootstocks outside so they may break dormancy naturally and not indoors. Will the rootstocks survive even though they have lost some root mass? And is it okay to leave them outside while they establish?
