Too much light? Can they recover?

Hi everyone. I've been gardening for many years and this year I finally sprung for a nice seed starting/plant growing stand from Gardener's Supply this year. It is a 3 tier set-up with 2 full spectrum 6400k bulbs that are 5022 lumens CRI:81 on each tier. I had them spaced about 14 inches away from the seedlings on a 14-16 hour cycle.

In the past I've used cobbled together solutions to start seeds but have been less than happy by the amount of light output.

This year I think I may have the problem in reverse in that i think my seedlings are getting too much light. Evidence is yellowing in the primary leaves for tomatoes and light yellowing/browning to herbs. I had it on a cycle of 14-16 hours initially but have cut back to about 8 hrs now. My question: will the plants that were over-exposed recover with the reduced light or should I hurriedly start some new seedlings? I would greatly appreciate your thoughts.
