That banding isn't burn. Dothistroma needle blight is a possibility. What kind of pine?

Looks like Pinus nigra to me. Not convinced about a fungal disease, as there's no spore bodies visible (usually seen as black dots along the brown dead parts of the needles), but perhaps still too early for the spores to have developed yet.

Here is a close up of 2013's needles. The mass majority did drop due to severe winter burn.

I'm leaning towards some type of fungal issue especially if last year's needles would start to show symptoms this time of year.

Any old cones laying around under tree? Excellent sporulation from fruiting bodies on old cones with Diplodia, although that does look more like Dothistroma to me. If you're in the mood for a little head-spinning, download a scientific tract on either disease. Pathogenic fungi are crazy entities, with sexual and asexual forms, different behaviors depending on whereabouts, etc. etc.

The good news is, even so old-school a fungicide as Bordeaux mix works well. Typically, even if you missed the first year of infection, it can be gotten in year two.
