What is on my Shrubs

Hello, We have shrubs in front of our house and we are noticing these tiny buds on them that when touched they let out a powdery substance. I have never seen this (or noticed) it before, They are attached to the shrub. I do not know if it is normal, if it is pollen or a disease. Below you will find a picture of the shrubs and a closeup of the bub I am speaking of. Can anyone tell me what it is and if it is not good what can be done to cure it.
