How cold did it get where you are at?

I'm not an expert but my peach trees looked like that last year after the cold winter. They still leafed out but had no flowers. They will push sap too. Your black buds look dead. You can cut one open to see what it looks like inside. Mine were black last year too. My trees grew well and I'm crossing my fingers for this year. Google peach tree buds and look at images. you'll see what live flower buds look like, and what dead ones look like. Your tree is probably fine if it didn't kill the leaf buds.

I think it's peach canker, a common peach disease and can be deadly to a tree. Google peach canker and look up pictures to compare.

Nothing really can be spray for it. If it's in a small area, a healthy tree can heal itself/recover.

If the canker areas are in places that you can remove the branches, you should cut them off. Or it can be surgically removed. Not sure how big is your tree and how bad is the canker.
