For a small amount of scale on a few leaves, you can scrape it off with a fingernail. For a few leaves with a lot of scale, I just remove the worst leaves, and scrape scale off those less affected.

For a large-scale scale problem, you'll probably want to use a horticultural oil to smother- not poison- scale in all its stages. I think spring is usually recommended as the best time to treat, but I would check with your local county extension agent (or the local equivalent if you're not in the U.S.) for best advice about how and when to treat for scale in your area.
