Covering Ugly

Help! I have researched so much I can't take it any more...someone just tell me what I need to get! We recently ripped out some shrubs that were SO sharp along the back of our property. This exposed our neighbors "stuff" which I really don't want to see (old boats, scrap metal, three sheds). I love ornamental grass and would love to plant it along there but I just don't know what to get. We have a chain link fence back there so something at least 4feet would be good. I don't want it to become invasive but it would be nice for it to be hardy enough to stand up to some winter weather before I cut it. I live in PA. I'm lost as I normally just go to Lowes and buy the "dead" plants lol. they always come back and look amazing and I get such compliments on our yard...but for this, I'll be buying the real deal and don't want to get the wrong thing. I've read too much and now I'm confused!!!!
