most likely they are custom. I have never seen anything like this ready made. Take the picture to any good shop that makes curtains and they can duplicate them for you. Most fabric stores have drapery people they can recommend.

Elizabeth I see you asked what style are these curtains a long time ago, but just in case you are still looking for an answer.......they seem to be stationary panels with a contrasting trim. In other words you cannot draw them closed like a full drape, they just stay as they are. The top is a cornice. It can either be fabric upholstered on a board or a soft one just attached at the top. For privacy (if they need it) they probably have some type of shades that are hiding behind the cornice that pulls down when wanted. By the way I love the style but I would have taken that cornice all the way to the ceiling, there is no reason to leave that little gap at the top.
While I am commenting on this picture I must add one more thought for mcqk. The karate-chopped pillows I first saw in Germany many years ago. Later the style made it's way here. I think you are part right. The square pillows to me look okay, but I would not do the rectangle ones. Imagine what it would look like if they were left straight.
