Outdoor curtains for balcony

I'm trying to add curtains to my balcony as in picture # 1. My balcony is picture #2. The products I'm using for hanging are PVC pipe and the screw hooks as shown in picture #3. The problem is when my husband drills through the wood he says he's hitting something metal and is afraid to continue drilling because he doesn't want to damage anything. What could we go or use instead for hanging the PVC and the screw hooks?
