Add the shutters! And please please please add shutters in the right size. The window at the top should have narrow shutters and the one at the bottom should have wider shutters. The shutters should measure in such a width that they would actually, if you placed them in front of the window, actually cover the window. Shutters originally were designed to be functional, and were hinged and swung across to protect windows. If you do properly sized shutters, your house will look VERY nice and paint them black or a slightly more subtle shade like Benjamin Moore NIGHT SHADE 2116-10 (below, on the right).

Please do not paint the foundation black! That's way too severe. I would recommend Benjamin Moore CROWNSVILLE GRAY HC-106 (below, on the left). It's darker than your siding but a similar tone. It will also be kinder to your growing plants in the garden--black would soak up heat and radiate it back to the plants and dry them out faster.
