At least where I am in central NC, it has been very wet. I was not under the impression that it was dry anywhere. Clay holds water very well and watering can often be unnecessary. I suspect that you are over watering. A picture might be useful. OTOH, I have some hydrangeas that will wilt almost every day in summer if not watered, but it is not summer yet.

I planted in the full sun, in miracle gro garden soil in an area where it drains pretty well.

Here is my question...It looks wilted, (still flowers), but some of the tips are turning black...

What is happening? I have not watered it much as they has been so much rain. ...

I am not very knowledgeable about flowers..

Could anyone tell me what I must do to make it happy again?

I am certainly no expert, but I have always been told peony do not take well to transplanting. I think I would put up a couple boards or something to shade it from the soon to be coming hot afternoon sun for at least part of this season and hope for the best. I got a peony transplant from a neighbor but I believe I planted it in the fall. It is in part shade. It certainly didn't do well the next couple years, but four or five years later it is doing very well.
