Yes, you would hang the rod (evenly) between the window frame and the crown molding. Since it's a 9 foot ceiling you could buy standard 96" panels (I'm assuming you want floor to ceiling curtains) and still have them lie an inch or so above the flooring. As far as how wide, that's a personal choice, but generally about 6-8" beyond the vertical window frame if you just want to pull them open. If you have "tie-backs", perhaps a little wider.

I also like panels that are stacked outside the window to not block the light. If you want the panels to be operational and close properly (with an overlap where they meet in the middle), it will also affect how wide of panels you purchase.

jewel, I want the panels to close at night. Even though there are shutters I want to make the room darker at night.

I would wait until you get the panels and then figure out the height of the rod taking the panels into account. I prefer floor length curtains to just miss the floor by maybe 1/4 of an inch so they look like they touch but don't quite and can hang straight. So I usually have them on hand and hang the rod accordingly.

One panel on each side will not be enough. If you purchase ready made, you'll need at least 2 panels on each side of the window.
