I don't see any reason for taking these out and starting over. They actually look pretty good after a difficult Z5 winter. First step would be to prune out any dead wood back to where you see green cambium. Evergreen azaleas like the one in the top photo respond quickly and should put out lots of new growth over the summer.

As for the one in the bottom photo, only deciduous azaleas and deciduous rhododendrons bloom before they have leaves. This does not look like either although someone else may recognize it. It's a large plant with a striking color so why not be patient and see what develops?

Morning sun and afternoon shade is the ideal exposure, but if attention is paid to watering and mulching, rhododendrons and azaleas are highly adaptable.
