Lilac advice needed

Hello from NE Ohio,

This is my first spring on my new property and I have a lilac that has a fair amount of leaves peripherally but has a fair amount of dead wood at it's interior. It flowered poorly this spring. It gets a lot of sun (east and south).


I also noticed that the previous owners used a bungee cord to help it but on end has dug into the bark. This is one of the main trunks.

Considering everything should I have it removed or can it be rehabilitated? Right now there is a Robin's nest in it.
