Drought and dying lawn plus old paint =ugly

We bought a mid century house last fall and are ready to do some fixes outside. Bc we live in California we have super strict regulations for water use. We can water 1/week. So we are trying to figure out the short and long term plan for Curb appeal. Long term would be removing wood siding and replacing wth brick and expanding the front porch and having most of the front yard be a courtyard.

However that's WAY out of our current budget.

In the next month we would like to paint the brown siding and the trim a dark blue, and the fence a brick red, and a couple details in white.

Our bigger problem is we have such an odd layout of property. Way more room in front than back. We have to let our grass die bc of the drought. Not sure what to put instead. We also have 3 ugly pine trees that I wasn't gone.

So, grass is dying. Very Limited budget. Drought. Suggestions to make it pretty? Ideas on landscaping? Good ideas on how to make the backyard flow out to the front?? Thanks!
